Need help with identifying broken part

Hi- I recently got stuck while trying to get out of a snowy/icy parking spot, and this shield on the bottom got damaged. I am trying to find the cheapest option for repair or replacement, but don’t know what exactly the part is called. I’m open to any self repair suggestions as well- though I really would like to avoid buying a jack or tire ramps due to safety concerns. This is a 2017 Civic Coupe EX-L 1.5L.
