Loose Mud Flap

The right-front mud flap was loose at the bottom. Went to tighten the screw but it just spins. I removed the upper screw & it definitely bites into something. With the flap out of the way the lower screw just slides into the hole, there is no resistance.

Is there supposed to be some kind of plastic or nylon nut tucked away & hidden behind the fender liner where the mud flap screw goes into?
