I personally use Lasfit bulbs from Amazon. They don't break the bank and the color matches with the stock led drl's. But if your gonna change them I recommend using HID'S. led's make the headlamps dimmer at least to me and most people agree on that on this forum...

I didn't find anything concrete from my searches except for HID's being the brightest solution. I went with Lightning Dark LED's on Amazon for $50.
They were rated one of the best LED's for under $100 and so far, I'm happy.
I was looking for something brighter than halogen while not breaking the bank or blinding everyone.
Took about five minutes to switch out.
It's one of those personal preference things I guess.
Good Luck.

Stay away from older CREE chips as they are hit or miss. The Lumiled ones or other newer chips are great. I have a pair of Philips lumiled and they are great for distance, in rain and snow, no issues. Also, get fan less if you can so you don't have to hear them.

I had first generation Morimoto 2Stroke from Retrofitsource. They were very white but didn't really reach any farther than stock and the fan is pretty noisy. I was going to switch to HIDs but switched cars instead.

I've got OPT7 fluxbeam they're OK but not as bright as I'd hoped. They don't project as far out ahead as halogens. I bought the whole rig for HID but decided it's too much wiring and circuitry(didn't know where to put all the bullshit ballasts and error cancellors and a partridge in a pear tree) to bother with and I didn't want all that stuff under the hood.

35 Watt HID bulb with quality HID ballast (used Lexus part), 4300K color temp.
Purchased the setup in 2014 for a different car, fortunately the civic used the same bulb.
It has been going strong.
Very sharp cut off line, no complaints from oncoming drivers.
