The wastegate is what controls boost pressure. You could also have a pressure leak which the boost control system is trying to compensate for. Check for loose connectors.

I installed a PRL intercooler in the last 2 weeks, would this be a possible symptom of a loose O ring?

You may have installed something loose or it could have happened after the fact. Coupler, o-ring, etc. Check everything over.
