k tuner v2

Hey there everyone new here.Also pretty newbie when it comes to these new hondas.So here is the problem i bought a used k tuner v2 it worked when i got home powerd on and all with the obd2 cable by its self and would also power on with the usb alone aswell and just to add it would power on with both connected aswell.I found out the tuner was locked to an ecu already but now it wont power on at all!When i plug it into my pc or laptop i hear the usb bell go off but not one thing heappens on the tuner and same thing when i plug it in with the obd2 cable.so far ive seen one post a couple years back but did not find a resolution.whoever chimes in Thanks for the help!
