Is turbo flutter bad?

2018 Civic Hatch CVT non sport
Ktuner stage 2 (21 psi)
Mishimoto short ram intake

At around 125 km/hr today on the highway at almost full throttle, the turbo would be fluttering for just half second, I was able to replicate it and it only happened at high ish speeds at pretty much full throttle. All iATs. PSI, etc looked good. Is this something to be concerned about? I read other places it wasn't good for the turbo. Is there something I can upgrade to prevent this if it is bad?

That may not be turbo flutter, just air being let out of the waste gate. I had a buddy who's civic used to do that as well. It freaked us out the first time we heard it lol.
