Is this normal? Panel sagging?

hey guys,

Heard some “clicking” while driving with windows down.

Checked under car and see this cover sagging? Is this normal? Looks like the clip is not all thgood way in, but there is a metal clip that it’s fastened to.

Should this have been removed during PdI?

Funny, I *just* heard a clicking while driving yesterday evening. Figured it was my intake so I check that and it was secure so I disregarded, ha.

I'll have to check my splash guards now, to see if that's the problem... Those things are supposed to be there, no removed! Just push it back into place and hope it sticks.

Turns out it was a huge rock in tire tread.

But why is that panel so slow? Looks like the clip should be removed and the then fastened
