Generally, if the cost to repair is around 75% or more of the cars value, insurance will declare it a total loss. So 13,500 would be the 75% mark here, and I'm guessing that it was either at/around 13,500 or the adjuster figured since nothing had been taken apart, that once that happened more repairs would be found upping the cost to repair. The cost to repair was 13k and the market value is 18k? Was that 13k in labor and plus parts?
Am I missing something?
