Was told that in order to have your car barred I. California you have to have the same year or later in order to do an engine swap from a D16A to a B16a2. Is that true?

This wouldn't be the forum to ask this question if you're looking for experience, I would try Honda-Tech. The California BAR requirements are available from their website: https://www.bar.ca.gov/Industry/Engine_Change_Guidelines.aspx

Pretty much has be same year or newer, and has all the USDM emissions equipment. Personally I would look into a B18 or K20/K24 series instead of the B16A2. Either way you should look at the ballpark cost. I thought about this for my Integra but basically it's not worth the cost unless you're providing the labor or money is not a problem for you.
