Help on offset please?

Planning on getting some 18x8's. These wheels have a 38mm offset. The stock wheels on my ex-t are 17x7 with a 45mm offset. I just want to know if I need any spacers or how bad this offset will affect the look.

Also I plan on getting 215/45/18 tires from reading through these threads. Tire rack recommends this but other sites recommend 225/40. I want closest to stock experience with the speedo and ride quality so I assume 215/45 is the way to go?

I'm ready to order tonight, just dumb when it comes to wheels and tires, please advice.
