Don't be fooled, a dealer will never sell you a car below their cost. And remember Invoice does not equal cost.That is already 1k below their cost.
But as Yves said, don't settle on the first price and reach out to as many dealers as you can. The first OTD price I got was 27k as well. I sent an RFP (request for proposal) to every Honda dealer within 200 miles of me. Some responded, some didn't, but I had enough prices where I could go back into the first dealer and negotiate better. They ended up walking me over $500 and I drove 2 hours to get a $23.2k OTD.
There's absolutely no shame in shopping around, even though each dealer will make you think there is.
