Is there a way to remove most of the fuel from tank without taking out the fuel pump?

Seems like you could remove the fuel using the fuel pump if you knew where to apply 12 volts to the pump, and had a length of hose.
Just don't let the pump run dry, that will burn out the fuel pump quickly.

disconnect the fuel hose near intake manifold. be careful it will be under pressure. and cycle the ignition on and off without cranking engine. depending on how much fuel you have, it may take up to an hour to drain.

May we ask why you need to drain the fuel?

Couldn't you just stick a hose inside the capless gas and siphon most of it out?

hose might get caught on the ribbed main fuel filler hose, there are a couple of 90 degree bends.

Repair procedure from Honda says use a hand pump and just pump it out. Either through the fuel cap or remove the access panel under the rear seat and remove the pump.

Get a siphon going from the pump port or somewhere else.
I've tried though the cap. But most modern cars have anti-siphon baffles in there.
