Flash back to stock for PA inspection?

Will need PA inspection and emissions testing next month. Do I really need to flash back to stock? I am not going to the dealer but to a local shop.

Wouldn’t hurt to flash back to stock. I know in CA everyone reflashes back to the factory tune when doing smog and what not.
