No they didn't mention anything like that. It was only a brief conversation though. I had to leave for a work meeting.

Ah gotcha. When you get a chance, I would ask them and verify. If they state that neither your premium, nor your deductible will increase, then I guess claiming it may not be a bad idea. If either one will increase, then pay the balance out of pocket IMO.

The person who butchered the paint should be helping with the bill on this one.

That would be a good idea. I got a CF hood partially because someone probably in a lifted truck backed into my car. So instead of having the front end resprayed, went the CF route.
