Driver side rear fender paint chipping away

My rear fender paint seems to have some defect on it. The upper edge of the fender piece seem to have faded? Do you guys think this would be covered under warranty? I noticed it during my first wash. I know there’s no way I can damage that myself, it must have came from the dealer this way. What is the best way to approach this? Please see pics

Bad paint/prep for the plastic fender flare as the paint is flaking off. Should be easy warranty but unfortunately it's really hard to match white when doing plastic parts like this and some blending may be required.

Is that the paint on the fender flare? That definitely looks like a defect.

Maybe a repair done at port or lot damage?
