It’s probably sealed on there, but between engine vibrations and pressure, it’ll probably wriggle enough to leak. Either remove the bolt, or short term get a nut that fits over those threads and tighten it on IF that bolt hasn’t backed out enough to no longer reach the hole underneath that flange. You’re best off getting the bolt out.
