Simply put, Yes, you can just replace the low beams with LEDs and leave the high beam with halogen bulbs.

The most notable difference will be the color of the lights: the low beam LEDs will be bluer or white while the high beams will be yellower. I didn't care for the mixed light source and put a set of LEDs in my high beams, too. So as you're driving at night and when the hi beams kick on; all you'll see if more light coverage in front and further down the road and it's all the same color.

Try just leaving the halogens in the high beams and check it out for yourself and see if you can live with that. The install for low and high beams are really easy.
