Buying Car Next Month. When Do I start negotiating?

I had been emailing my local Honda dealer for a few months, they eventually emailed me a one day walk out special of a 2017 civic touring sedan for $25,000 which I accidentally ignored. I later went to to the same place two weeks later, they ended up taking $5,500 from the total price of the sedan, which was close to or at $28,500 with all weather mats, window tint, splash guards, wheel locks, first aid kit. Apparently that amount was the most the sales manager could do (I was gunning for 6 off lol), bringing the amount before financing to $24,000 because I got the interior protection supplies. I knew I wouldn't get a better deal anywhere else for the top trim civic, so I took it. Took one day of actually sitting at the dealer.
