Black specks on rims

Ive got tiny black specks on rims. It comes off for the most part but is pretty hard to clean off. Car was washed every week and a half and I know it’s not paint. I believe it’s road tar. Any recommendations on safe cleaning products or techniques that can easily get this off. Asking for someone I sold wheels to.

Wd40 works good for removing adhesive gunk. Would probably work for road tar also.
