You can purchase without providing a VIN, the reason they are asking for a VIN to make sure the part you are buying matches and fits so they dont have to deal with the hassle of shipping and returning.

I installed the new 2020 grill using my existing other parts from the bumper on a 2017 and had no issues

you only need the grille and the emblems. The eye brows are the same. I reused my '17 one.
