2016 Civic EX strange noise

So I got the 2016 in October and maybe about a month after I noticed this strange noise. It doesn't exactly sound bad but it's weird and it's not something I've heard other cars do. I can only describe it as like a cliche powering up noise. Kinda similar to the noise the electric parking brake makes. It does it every now and then when starting the car. But I notice it does it a lot when I'm braking/slowing down. At first I thought it was faint. But just the other day I remote started the car and I could hear it from a solid 20 feet away. I have no idea what it is!

Did u put A/C on then hear it? Tried without A/C to see any different?

Yeah I makes it with it without the A/C. I actually sort of have a recording of it. It's a bad video my gf took and you can only really hear part of the sound in the last 3 or so seconds of the video.
