2006 Honda Civic - rear light not working, bulb is ok

I'm not sure what bulb this is called so I took a picture and pointed at it.
I'm going through a safety View attachment 149347 on this car and need to fix both sides of the light, not sure what its called or why its not working...
is there a fuse for this bulb ?

With the lights on I get 0.03
With the lights off I get 0.00

I Recently changed the factory radio but I'm not sure if that would of been the problem because I don't know of they worked before that.. and I just bought the car so I'm not sure what's going on yet.

Nevermind .. I figured it out... It's the blinkers and they work!!!
I'm not sure why the guy that was safety my car couldn't figure it out.
