dashboard lights

I recently purchased a 2017 Civic Hatchback Sport 6mt and just realized the dashboard light across the top of the instrument panel changes from green to white. I'm pretty sure it has something to do with shifting or fuel efficiency but curious if anyone has more details. I checked the owners...

My Civic 2016 dashboard lights won't turn on. Anyone knows about that problem. Please help me. If anyone have dashboard wiring diagram then please share with me.
