clamps

Popped the hood on my 17 hatchback, noticed some dried fluid residue, has very slight blue or green color, Im thinking its coolant? What are these hoses for? I gently wiggled the hoses and checked to see if the clamps are tight, and they are.....whats going on? The car has roughly 2500 miles...
