does yours make a clicking sound when you turn them on/off, or a buzzing sound? both of my ballasts make a buzzing noise but the one closer to the relay is a lot louder then quiets down

so i got the morimoto h11b elite hid kit but the bulbs dosnt fit? seems like the red rubber seal is too big and is blocking it from locking in place
