Can confirm like most the comments above. With proper winter tires even on the stock wheels you’ll be just fine. I live in WA and take mine when I go snowboarding at Stevens Pass, never had an issue except in slush. Michelin X-Ice I3s BB!
I’m also running the invidia with stock dp/fp and I love it. Deep tone, not raspy or tinny. Definitely looks good filling up the space where the hdmi was.

Pretty sure that all the 2016+ civics use the same thread pitch and diameter shift lever. CTR should fit just fine. However you’ll need a new collar. Acuity has a great option for that.
I run the Invidia Gemini and I love it. It’s a nice deep tone, barely noticeable at freeway speeds. Not raspy at all and definitely not too loud for a neighborhood/apartment. Tone wise I think it’s the best one for the money. If money is no object then the AWE sounds very nice, as well at the Apexi.
