It will diminish the value of the wheels as they will become less pleasing to the masses. However, if you find that one buyer that loves the color you pick it may not matter. No, the wheels will not become less strong after powdercoating.
My daily is a 2003 Acura RSX-S. I daily it year-round, not just in the winter. There are some things I prefer about my RSX and others about the CTR. I like having both. So it's nice that I'm still daily-ing a "performance" type vehicle everyday. The gap really isn't that large.

I can't think of anyway to cover the wheel stripe without paint/powdercoat. You may get someone to be able to wrap it, but even that I highly doubt.
I powdercoated my entire wheel. Had to get rid of the stripe.
