I don't think so. I have bought all the led lights for my civic from USA and all worked well. The lights from hatchback and sedan could be different though because of the models.
The clip with the arrow you are showing is on the bumper itself underneath. It is a black clip that you need to remove with a special tool (Try with flat head screwdriver) and install the splash guard with its screws and then hook up the clip again.

I have heard the heatsink generates a lot of heat. Is the heatsink directly connected to the bulb or is the one which is rectangular in shape connected to the wire?

Does the led turn signals come with some kind of wiring to connect the load resistor or everything is just inbuilt in the bulb itself. Do you mind posting the picture of the bulb if possible?
