IT WORKED! Been bothered by a loud buzz at a particular RPM in cold weather that I couldn't find. It was the poorly mounted windshield washer nozzles. I didn't remove them - I just smeared some silicone adhesive sealant around the edges of each nozzle mount, let it dry overnight, and SUCCESS...
I don't think there is necessarily a design problem with the car - just a snow consistency problem. I had the same problem once with stock tires on a late-model Camry on a ski trip in Taos, New Mexico. Snow built up to where I couldn't even turn the steering wheel. I had to dig the wheels out...
Usually mid-30's around town (in the mountains) and at least low 40's on trips. ECON always on. Picture is my new 45.3 mpg record from a recent trip - 70/75 mph on the interstate, AC on, 2 people with luggage, hilly with a mountain pass along the way. Touring 1.5 with surge software upgrade.

Got mine fixed today, with great success! No surging anywhere between 65 and 75. Also fixed a minor thing I had noticed - a slight hesitation between moving the accelerator and the engine responding, like slop in the linkage (if it were a mechanical linkage). Nice and tight now. Satisfied...
Doesn't seem to be temperature dependent in my case. My worst time with the problem was on a trip in February from cold North Carolina to warm Florida and back. Same problem in both climates...

Another way to fix the problem is to press the backlight adjust tab above the top left of the screen and adjust both day and night levels to max. Fixed a cold weather flicker for me...
I had to enable "Personal Hotspot" on my iPhone to make it connect the first time, then it will connect in the future without the hotspot - bluetooth only.

2016 Touring 1.5l - got 43 on our first trip (fairly flat terrain) and 40 on another in the mountains. Averaging low-middle 30's around our hilly town. Traded a Prius for the Honda, so I'm used to driving smoothly... All in Eco mode.
