At first I let them hang, but I later on cleaned up the wires using zip ties and the ballasts are are "floating" basically- they do not move at all. In all reality though, you don't have to do this because they don't heat up- but it's your individual preference.
I'd bet 100$ that they're fakes. I've talked to Steve w/ Xenon Depot (he's a rep or manager) and theyre currently the only ones selling the 100% Authentic and OEM Phillps Luxeon Led. I would absolutely NOT buy these. Spend the extra 50$ and buy the legit product that is warrantied for 2 years !
You should be able to call Xenon Depot and ask to exchange for an HID Kit- I do believe that they'll only charge you $50 for that. I know a few other people who did it, but every situation varies most likely

Yeah I mean theyre not going to shine over street lights or natural day light. However, look at my pics- where lights are needed the most, they pass with FLYING colors.
Something tells me that's per PAIR of lights, however I'm not familiar with the brand so I could easily be wrong.
