I would say yes to BOV. Anything that is different from OEM on the air path into the engine needs CARB. Catch cans are a sticking point depending on the smog tech. Some let you pass while some will fail you. I had both happened to me.

Can It be due to the numbers produced and was made available in Canada? The bulk of Canadian CTR was produced in 2018 and that's why a proportion of 2018 is for sale compared to other years. Just my guess.
West Herr is a good dealership, I brought my CTR from Bob M without any issues at all. Bob did state that West Herr was getting one but was unsure of the price. Good to see that the franchise is being rewarded by Honda.
