Sounds like he went around the left turner on the left - which is illegal pretty much anywhere, for this exact reason.

That said, that's some strange damage indeed. Looks like something just sheared through it. Best of luck with insurance OP, and maybe this is the time to buy a dashcam - you could have proven his signal wasn't on.
